(A mez\u0151v\u00e1ros <a href=\"\/varostortenet\/b-042\">1848-ban m\u00e1r elnyerte a rendezett tan\u00e1cs\u00fa st\u00e1tuszt<\/a>, de akkor csup\u00e1n r\u00f6vid ideig \u00e9lhetett vele.) A folyamatot azonban m\u00e1r nem lehetett meg\u00e1ll\u00edtani: a v\u00e1roska anyagi \u00e9s szellemi erej\u00e9t is bizony\u00edt\u00f3 k\u00e9rv\u00e9nyt, mely szerint Kaposv\u00e1r rendezett tan\u00e1csot szeretne alak\u00edtani, a v\u00e1rmegye \u2013 el kell ismerni: sz\u00e9p gesztust gyakorolva \u2013 maga is p\u00e1rtol\u00f3lag tov\u00e1bb\u00edtotta a Bel\u00fcgyminiszt\u00e9riumhoz 1872 j\u00fanius\u00e1ban. A lend\u00fcletes fejl\u0151d\u00e9s el\u00e9 n\u00e9z\u0151 Kaposv\u00e1r a k\u00f6vetkez\u0151 \u00e9v elej\u00e9n val\u00f3ban rendezett tan\u00e1cs\u00fa v\u00e1ross\u00e1, azaz k\u00f6zigazgat\u00e1silag ugyan a megye al\u00e1 rendelt, m\u00e9gis \u00f6n\u00e1ll\u00f3 arculat\u00fa hatalmi k\u00f6zpontt\u00e1 v\u00e1lt, amelynek ir\u00e1ny\u00edt\u00e1s\u00e1t a f\u00fcggetlens\u00e9gi politikusok egyel\u0151re szil\u00e1rdan k\u00e9zben tartott\u00e1k. Kaposv\u00e1r ett\u0151l kezdve folyamatosan v\u00e1rosi rang\u00fa telep\u00fcl\u00e9s: rendezett tan\u00e1cs\u00fa v\u00e1ross\u00e1 nyilv\u00e1n\u00edt\u00e1s\u00e1ra a 20. sz\u00e1zad v\u00e9gi rendszerv\u00e1ltoz\u00e1s \u00f3ta \u201ea v\u00e1ros napja\u201d (janu\u00e1r 23.) is eml\u00e9kezteti a polg\u00e1rokat.<\/p>\n<p class=\"kv-page-content-paragraph\">Az \u00faj v\u00e1ros k\u00e9pvisel\u0151-test\u00fclet\u00e9t 1873. janu\u00e1r 20-\u00e1n v\u00e1lasztott\u00e1k meg. A 48-as \u00e9rzelm\u0171 szavaz\u00f3k mozg\u00f3s\u00edt\u00e1sa j\u00f3l siker\u00fclt, m\u00edg a korm\u00e1nyp\u00e1rti sajt\u00f3 hi\u00e1ba pr\u00f3b\u00e1lta felr\u00e1zni az \u201ealusz\u00e9kony\u201d kaposv\u00e1ri De\u00e1k-p\u00e1rtot. A hatvanhat tag\u00fa k\u00e9pvisel\u0151-test\u00fclet fele r\u00e9sze \u00edgy teljes eg\u00e9sz\u00e9ben a f\u00fcggetlens\u00e9gi ellenz\u00e9k soraib\u00f3l ker\u00fclt ki. (A test\u00fclet m\u00e1sik fel\u00e9t a t\u00f6rv\u00e9ny \u00e9rtelm\u00e9ben a legt\u00f6bb ad\u00f3t fizet\u0151 polg\u00e1rok, az \u00fagynevezett virilist\u00e1k alkott\u00e1k.)<\/p>\n<p class=\"kv-page-content-paragraph\">A De\u00e1k-p\u00e1rt egyel\u0151re m\u00e9g nem adta fel: el\u00e9rte, hogy a febru\u00e1r 6-\u00e1n tartott rendk\u00edv\u00fcli megyegy\u0171l\u00e9sen \u2013 heves vita ut\u00e1n \u2013 megsemmis\u00edts\u00e9k a kaposv\u00e1ri v\u00e1laszt\u00e1si eredm\u00e9nyek egy r\u00e9sz\u00e9t.
